How do I get a freight transport licence and the certified copies?
For hire-and-reward road freight transport with vehicles over 3.5 tonnes you need a Community licence plus one certified copy for each vehicle. Both are issued by the Romanian Road Authority (ARR). Below you see the conditions, the file and the costs.
Short answer
- You meet the four conditions in Regulation (EC) 1071/2009: a real establishment, good repute, financial standing and professional competence.
- You appoint a transport manager holding a certificate of professional competence issued by ARR.
- You file the application with the territorial ARR agency or online on the ARR licensing portal.
- The Community licence is issued for 10 years; the certified copy is issued per vehicle, for at least one year, with a fee of about 360 lei per year.
- The certified copy is personalised with the registration number and cannot be moved from one vehicle to another.
What the law says (in brief)
- Regulation (EC) 1071/2009 sets the four conditions for access to the occupation of road transport operator.
- Regulation (EC) 1072/2009 governs the Community licence and the certified copies for international transport.
- Financial standing is proven annually: a reference amount for the first vehicle and a smaller amount for each additional vehicle.
- The certified copy is kept on board, in original, for the whole trip; roadside checks ask for it together with the transport document.
- Licensed operators can be checked publicly in the ARR register, free and without an account.
Practical example
Example: a company with 6 forty-tonne trucks pays a single Community licence valid for 10 years and 6 certified copies, that is about 2,160 lei per year in certified-copy fees alone. When it sells a truck and buys another, the certified copy does not transfer: it files a new application for the new vehicle.
Common mistakes
- Letting a certified copy expire for a vehicle already on the road — the vehicle runs unauthorised even though the company holds a valid licence.
- Moving the certified copy to another truck after a breakdown; the document is tied to the registration number.
- Forgetting the annual proof of financial standing and losing the licence at the first check.
- Tracking expiry dates in a spreadsheet without alerts — the most common reason for an expired certified copy.
How 4transports helps
- Keeps the roadworthiness test and insurance expiry date on each vehicle, and the licence and certificate expiry on each driver.
- You can note the certified copy deadline in the vehicle's notes field; 4transports does not send automatic alerts.
- The vehicle status (available, on a trip, in service) shows you what you can assign to a trip.
- Maintenance jobs, with costs and deadlines, stay in each vehicle's history.
